The 2022 Ontario general election was held on June 2, 2022 to elect the 124 members of the 43rd Parliament of Ontario. The Progressive Conservative (PC) Party of Ontario, led by Doug Ford, won a majority government with 83 of the 124 seats in the legislature. The incumbent party, they increased their seat share from 76 in the 2018 election. They campaigned on a slogan to “get it done,” pledging to build highways and transit infrastructure and open up the “Ring of Fire,” a mineral-rich area in northern Ontario. Instead of an election platform, the Ontario PC Party presented its promises on its website in the form of press releases throughout the campaign.

Justification

Phase 1 of the Garden City Skyway bridge is estimated to begin in 2025. In December 2022, Infrastructure Ontario and the Ministry of Transportation released a Request for Qualifications, with qualified teams expected to be asked to respond to a Request for Proposals in summer 2023. While no construction has started, as funding has been allocated and steps are being taken to identify the partner, this promise is in progress.

“The QEW Garden City Skyway – Bridge Twinning project includes constructing a new 2.2-kilometre twin bridge to the north of the existing bridge, connecting St. Catharines and Niagara-on-the-Lake. […] [Infrastructure Ontario] and [the Ministry of Transportation] will evaluate RFQ submissions to prequalify project teams with the relevant design, construction, and financing experience. Teams that qualify will be invited to respond to a Request for Proposals (RFP) which is expected to be issued in Summer 2023.”

Justification

Although the Ford government committed to the funding and building a new Garden City Skyway Bridge in their 2022 Budget, work remains planned and not yet underway according to the Ontario Highways Program webpage. This promise remains not yet rated until such time that the project gets underway.
