The Canadian federal election of 2021 (officially the 44th Canadian general election) took place on September 20, 2021, and elected members of the House of Commons to Canada’s 44th Parliament. The Liberal Party, led by outgoing Prime Minister Justin Trudeau, won 160 seats, forming a second consecutive minority government.

The Trudeau government had originally made 569 promises in its 2021 campaign platform and press releases. This number was reduced to 352 by an extensive, multi-coder process of sorting promises according to their degree of precision and importance to society. Unclear and less important promises were removed from the analysis.

“Today, the Government of Canada is announcing its intention to launch a Request for Proposals, in January 2024, to offer an open and transparent opportunity for interested Indigenous-led organizations to be considered to lead the establishment of a For Indigenous By Indigenous (FIBI) National Indigenous Housing Centre. // Once selected, the Government of Canada will finalize an agreement with the proponent to establish the National Indigenous Housing Centre, whose key role will be to provide funding to address core Indigenous housing needs in urban, rural and northern areas. The broader vision of the Centre will be further refined by the successful applicant of the Request for Proposal.”

(NICHI) to deliver $281.5 million in immediate funding over two years to address the urgent, unmet needs of Indigenous people living in urban, rural and northern areas. // NICHI will deliver this funding through a proposal process for Indigenous-led, non-profit projects, which will launch on November 24th, 2023.”

Justification

An urban, rural and northern Aboriginal housing strategy is being developed. The government has announced investments to implement this plan beginning in 2024-2025.

“The funding so far has supported over 13,000 housing-related projects and home improvement and repairs, and more than 4,600 new homes in Indigenous communities. Budget 2022 also provided $300 million to support housing in urban, rural, and northern Indigenous communities. As outlined in Chapter 1, Budget 2023 is proposing to build on this initial work with a significant investment of $4 billion over seven years, starting in 2024-25, to implement an Urban, Rural, and Northern Indigenous Housing Strategy, currently under co-development with Indigenous partners.”

This Strategy is intended to complement the three existing distinctions-based housing strategies for First Nations, Inuit and Métis, as well as other investments in Indigenous housing. // Ideas will be gathered through various Indigenous-led engagements, an online survey open for submissions until March 31st, 2023, as well as written submissions by email or mail.”
