Although the Ford government has invested in the manufacturing of PPE supplies in Ontario, they have come under criticism for purchasing PPE from American and Quebec suppliers instead of Ontarian suppliers. As a result, this promise is considered partially kept.
“Ontario has secured a stable and reliable domestic source of medical grade nitrile gloves through Medicom Group Inc.’s $165 million investment to construct a new 140,000 square-foot production facility in London. Medicom’s investment supports the government’s effort to shore-up domestic production of medical supplies and increase the province’s resiliency against future emergencies while creating 135 new, good-paying jobs in the region.”

“The association that represents Canadian PPE companies says 90 per cent of those businesses have been forced to close or pivot to other industries because the federal government and Ontario have given contracts to a massive American company and a Quebec operation. […] Hunt, of the PPE manufacturers association, said governments owe companies who answered the emergency pandemic call. Ottawa and Ontario may have provided funding and helped with research and development, but they haven’t come through with orders, he said.”

During their first term, the Ford government proposed legislation to ensure that PPE was stockpiled and available at all times. However, as this does not directly relate to the production of PPE - only storing of PPE - this promise is considered not yet rated.
“The Ontario government is protecting people against future unforeseen emergencies by introducing legislation to ensure that a healthy and robust stockpile of personal protective equipment (PPE) and critical supplies and equipment (CSE) is available at all times.”
