3.01.031 - “A re-elected Liberal government will: Implement the recommendations of the Independent External Comprehensive Review led by Justice Arbour to address sexual harassment and misconduct in the Canadian Armed Forces, including instituting external oversight and independence over the processes of reporting, investigating, and adjudicating complaints, outside of the chain of command.”

30 of the 48 recommendations are underway, with no indication of when they will be completed. At this moment, 17 of them are completed and one has not been started.
“The November 2024 Fourth External Monitor’s Status Report highlighted some new implementation for key recommendations, however the narrative continues to be dominated by caution regarding bureaucracy with delayed release deadlines, long timelines for policy updates as well as issues with reliability of, and even access to, necessary databases.”

Even though the promise is making advancements, less than 60% of the actions asked for in the report are underway. On the site, it has a grade of F mentionning that out of the 48 recommendations, 11 have not been started and only 5 are completed.
“In May 2023 the first External Monitor Report concluded there has been a ‘significant level of tangible activity,’ but also that ‘there is no overall framework that sets out how the organization, as a whole, will move from one phase to the next. // Of those recommendations underway, most do not have a clear timeline for completion and are associated with calls for further reviews, more research, and more working groups.”

Action has been taken to implement the recommendations, but there appears to be resistance to their implementation within the Canadian Armed Forces.
“Arbour delivered her scathing indictment to the House of Commons defence committee six months after issuing dozens of recommendations to improve the military’s handling of inappropriate and criminal sexual behaviour. // Her testimony coincided with an update from Defence Minister Anita Anand on the progress on those recommendations, all of which have now been accepted. // While Arbour acknowledged some positive steps, such as the appointment of an external monitor to keep tabs on the military’s progress, she was exceedingly critical on many other fronts. // Chief among them was what she saw as resistance to one of her key recommendations: That the Canadian Armed Forces be permanently stripped of its jurisdiction over the investigation and prosecution of sexual assault and other related crimes.”

“As outlined in the report, Minister Anand has rejected none of the 48 recommendations that Madame Arbour has made and has directed DND/CAF to move forward on all of them. The report also outlines the work that has been taken to implement the 17 recommendations that were immediately directed for implementation upon receipt in May, the steps that will be undertaken to address the remaining 31 recommendations, as well as ongoing and forthcoming DND/CAF initiatives that will further advance culture change within the institution.”
