The Canadian federal election of 2021 (officially the 44th Canadian general election) took place on September 20, 2021, and elected members of the House of Commons to Canada’s 44th Parliament. The Liberal Party, led by outgoing Prime Minister Justin Trudeau, won 160 seats, forming a second consecutive minority government.

The Trudeau government had originally made 569 promises in its 2021 campaign platform and press releases. This number was reduced to 352 by an extensive, multi-coder process of sorting promises according to their degree of precision and importance to society. Unclear and less important promises were removed from the analysis.

For an analysis of the achievements of Justin Trudeau’s first government (2015-2019), see Birch and Pétry (2019), Assessing Justin Trudeau’s Liberal Government. 353 promises and a mandate for change, published by Les Presses de l’Université Laval.

Justification

The promise is on the way, as the Prime Minister met with the Métis Nation of the Northwest Territories to discuss a number of issues, including the nation’s autonomy.

“Our meeting with the Prime Minister on October 11th was a long time coming. It was important for him to hear, first-hand, our Métis issues and perspectives. // We raised important topics including the Daniels case on equality; health benefits; self-government and land claim negotiations; redress and unfulfilled treaty obligations including agricultural benefits (cows and plows); WBNP apology and compensation; housing dollars; Jordan’s Principle program, and all other programs that are only for First Nations. // He is committed to addressing our issues even though he says it takes time, but it is happening. We are very proud that the Prime Minister is hearing us and recognizing the NWTMN separate from the MNC.”

[…] The Self-Government Framework Agreement will guide negotiations toward a final self-government agreement as part of the NWTMN land claim negotiation process. It outlines the process for self-government negotiations, including governance of the Northwest Territory Métis Nation entities, legal status and capacity of Métis governments, administration of lands, Métis government finances, law-making authority, implementation plans, and elections for Métis government. It also supports the principles of the United Nations Declaration on the Rights of Indigenous Peoples.”
