The Canadian federal election of 2021 (officially the 44th Canadian general election) took place on September 20, 2021, and elected members of the House of Commons to Canada’s 44th Parliament. The Liberal Party, led by outgoing Prime Minister Justin Trudeau, won 160 seats, forming a second consecutive minority government.

The Trudeau government had originally made 569 promises in its 2021 campaign platform and press releases. This number was reduced to 352 by an extensive, multi-coder process of sorting promises according to their degree of precision and importance to society. Unclear and less important promises were removed from the analysis.

“At a time when Canadians are feeling the impacts of the high cost of living, another key part of the Green Buildings Strategy will help low-to-median-income Canadians, including renters, upgrade their homes to save money on their energy bills and cut pollution. This new program, the Canada Greener Homes Affordability Program, will provide retrofits at no cost to the household and save them hundreds of dollars on their energy bills per year.”

Justification

The program has been created and offers funding opportunities for activities such as energy assessments. However,the promise implies developing a home rating system based on their level of adaptation to climate change. This complementary rating system to EnerGuide is not yet in place.

“This program provides forgivable and low-interest loans to help finance building retrofit measures and activities needed to meet climate goals. It also supplies contributions for pre-retrofit activities needed to plan, prepare and apply for retrofit funding.”
