The Canadian federal election of 2021 (officially the 44th Canadian general election) took place on September 20, 2021, and elected members of the House of Commons to Canada’s 44th Parliament. The Liberal Party, led by outgoing Prime Minister Justin Trudeau, won 160 seats, forming a second consecutive minority government.

The Trudeau government had originally made 569 promises in its 2021 campaign platform and press releases. This number was reduced to 352 by an extensive, multi-coder process of sorting promises according to their degree of precision and importance to society. Unclear and less important promises were removed from the analysis.

“This expansion is expected to attract over 900 doctors and nurses to work in these communities. All Canadians can comment on the proposed regulations in the Canada Gazette until July 29. […] The expansion to the list of occupations eligible for the Canada Student Loan Forgiveness Program is expected to be implemented starting in 2025–26, subject to legislative and regulatory approvals.”

Justification

The government has announced an expansion of the Canada Student Loan forgiveness program for health specialists in rural communities, but is not directly helping these professionals open practices.

“Budget 2024 announces the government’s intent to introduce amendments to the Canada Student Financial Assistance Act and the Canada Student Loans Act to permanently expand the reach of the Canada Student Loan Forgiveness Program to more health care and social services professionals working in rural and remote communities. […] // The cost of this measure is estimated to be $253.8 million over four years, starting in 2025-26, and $84.3 million ongoing. This is in addition to new student loan forgiveness for rural and remote early childhood educators, and recently expanded student loan forgiveness for doctors and nurses in rural and remote communities.”

Justification

It remains to be seen whether this measure will really establish new practices in the regions. We must wait for the results.

“Budget 2023 proposes to provide $45.9 million over four years, starting in 2024-25, with $11.7 million ongoing, to Employment and Social Development Canada to expand the reach of the Canada Student Loan Forgiveness program to more rural communities, including all communities with populations of 30,000 or fewer, like Sheet Harbour, Nova Scotia. Currently eligible communities with a population over 30,000 will remain eligible until the 2026 Census.”
