The promise has been fulfilled, with more than $50 million awarded through the Local Journalism Initiative.
“The Honourable Pascale St-Onge, Minister of Canadian Heritage, announced $58.8 million in funding to extend the Local Journalism Initiative for the next three years (2024-27). This important investment will help support the creation of original local journalism that covers the diverse needs of Canada’s underserved communities. Today’s funding brings total support for this initiative to $128.8 million over eight years, since its 2019 launch.”

The Community Radio Fund of Canada provides funding to eligible community radio stations to hire journalists to produce journalism that addresses the diverse needs of underserved communities. Successful stations will normally receive funding from April 1, 2023 to March 31, 2024.
“The Local Journalism Initiative (LJI) supports the creation of original civic journalism that covers the diverse needs of underserved communities across Canada. Funding is available to eligible Canadian media organizations to hire journalists to produce civic journalism for underserved communities. The content produced is made available at Canada-Info.ca so that Canadians can be better informed. It is made available to Canadian media organizations through a Creative Commons license.// This program has been made possible by the Government of Canada”
Local Journalism initiative - Community Radio Fund of Canada

“First, Canadian Heritage will be relaunching the Special Measures for Journalism component through its Canada Periodical Fund with a new investment of $40 million over three years, starting in 2022–23. […] The Government will also invest an additional $10 million in 2023–24 for the Local Journalism Initiative to strengthen support for local journalism in underserved communities across Canada.”

An initial $10 million is earmarked for the Local Journalism Initiative. There is a shortfall of $40 million over five years.
“To support diverse and local stories in news media, Budget 2022 proposes to provide $15 million in 2023-24 to Canadian Heritage as follows: $10 million in 2023-24 for the Local Journalism Initiative to continue to support the production of local journalism for underserved communities across Canada. $5 million in 2023-24 to launch a new Changing Narratives Fund to break down systemic barriers in the media and cultural sectors and help racialized and religious minority journalists, creators, and organizations have their experiences and perspectives better represented. Budget 2022 also proposes to provide $40 million over three years, starting in 2022-23, to Canadian Heritage for the Canada Periodical Fund to support the availability of journalistic content and to help these publications adapt to the continually evolving technology and media consumption habits of Canadians.”
