No source reports progress in this matter. Since this promise relates to an area of provincial jurisdiction, to fulfill it, the federal government needs agreements with the provinces.

The accords metnion mesures to increase the accessibility and the quality of daycare services. We need to see data on the results in order to evalute this promise fully.
