The Canadian federal election of 2021 (officially the 44th Canadian general election) took place on September 20, 2021, and elected members of the House of Commons to Canada’s 44th Parliament. The Liberal Party, led by outgoing Prime Minister Justin Trudeau, won 160 seats, forming a second consecutive minority government.

The Trudeau government had originally made 569 promises in its 2021 campaign platform and press releases. This number was reduced to 352 by an extensive, multi-coder process of sorting promises according to their degree of precision and importance to society. Unclear and less important promises were removed from the analysis.

Justification

Investments since 2015 have resulted in an increase in the presence of the resources and training needed to avoid future notices. However, there is a lack of information on the actions that have been put in place in the current mandate.

“In November 2015, the federal government committed to ending all 105 long term drinking water advisories affecting First Nations communities on reserve. Since then, 144 long term drinking water advisories have been lifted across the country. And a further 271 short-term drinking water advisories have been addressed before becoming long-term advisories. This has resulted in 94 per cent of First Nations communities now having clean water. This has been possible because of the tireless work of First Nations communities water operators, and the more than $6.3 billion invested by the federal government to build 130 new water and wastewater treatment plants and to repair or upgrade 876 other systems. These investments have also provided resources to hire and train local technicians to support the effective management and maintenance of water systems.”

“To accelerate progress to end long-term drinking water advisories and continue addressing critical infrastructure gaps in First Nations communities on reserve: Budget 2022 proposes to provide $398 million over two years, starting in 2022-23, to Indigenous Services Canada to support community infrastructure on reserve, of which at least $247 million will be directed toward water and wastewater infrastructure. Budget 2022 proposes to provide Indigenous Services Canada with $173.2 million over ten years, starting in 2022-23, to support the transfer of water and wastewater services in 17 communities to the Atlantic First Nations Water Authority. By putting service delivery into the hands of communities themselves, this first-of-its-kind, First Nations-led initiative will help chart the path to self-determination, while strengthening the management of water and wastewater infrastructure on reserves.”
